French Mustard Spade?

Does anyone know what this flat-bladed 5cm object is for? I'd also like to know the maker's mark. PQ, but not the object between the initials is different to Pierre Queille illustrated on this site.

It's the right size to be a salt spoon.

I don’t know how this object was used. The mark is worn / poorly struck, but it is that of Pierre Queillé. This maker’s symbol is an oar; in fact your object looks like a representation of the symbol.
