This is not for candles. It is called an épergne and should have glass bowls, for sweetmeats, etc., on each of the arms and the centre. Variants have vases for flowers.
E&Co are Elkington & Co of Birmingham. They were especially known for their electroplate, being pioneers in the process. There is an article

The hallmark, of course, is London 1908.
