I would take them to be a utensil for eating crab. The size would be helpful for someone that might have a better idea of what their intended use was.

They are nut picks, for removing the meat stuck in a cracked nutshell.

My first thought was nut pick, but solid silver seemed to soft for the job. Nevertheless after looking at examples of nut picks, that is exactly what they look like, and from what I've read , although rare, there have even been nut crackers made of silver silver. Ten inch long nut picks sound a little unwieldy, but I've never tried something like that, so I wouldn't know for sure.
