Yes, it looks like the hallmark in use in Sicily betveen 1826 and 1861, but the arrow I don't know
see : snuffbox with unknown (hall)marks

The arrow is an assayer's mark; he is unidentified, but known to have been working in Messina from 1838 to 1873. The maker's mark is not listed any of my references.
