Reminds me of a goblet shape but the holes on the top texture would make it impossible to drink from.
I think the rule is that the first one to give an opinion gets jumped on for all his mistakes, but feeling in an adventuresome mood:
It obviously had a liner either glass or porcelain, otherwise it would only be useful to hold large objects. If it is solid silver, obviously hand made and primitive looking (sorry about that) then with my apologies to two whole regions, I would say latin America or Middle Eastern. I think the majority of Spanish colonial pieces had cast handles, yours seems flat and beaten. So I would say Middle Eastern. The size would help saying what it is. Turkey makes a very small open work cup with porcelain liners used for coffee, I can't remember the name. But these are very small and less hemispherical than yours.
