OK some off the wall possibilities not knowing size:
A trivet for the truly rich?
A host holder from a monstrance?
The thingy that goes on the end of a garter that holds the silk stockings?
A cope for very light hoods?

This particular design appears in the 1911 catalogue of the French manufacturer, Ercuis.

Eh - just an old bartender, though absinthe is a spirit I've not tried or served (was still banned in my time)...

I knew Cheryl would have it down pat. I just wanted some fun. Odd thing I have an absinthe dispenser but it has a little basket to hold the sugar cube. My grandmother loved the green fairy, too sweet for my tasste.
