need help identifying pre-1979 Taxco mark: GFA (GAF?)

I have a brooch/pendant that's a stone mask mounted in a silver headdress. I'm not going to even try to photograph the marks, I can barely make them out with a loupe.

There are 2 marks: One appears to be the eagle with a 3 for Taxco. The second consists of the words Taxco (incredibly faint) 925 Mexico in a circle around a monogram--GFA. This is the old style of monogram with the center letter larger, so it's possible that the F in the middle stands for a last name--the maker's initials could have been GAF.

Anyone have any idea of who GFA (or GAF) was (or maybe what)? Anyone seen this mark before? Thanks in advance for any help.
