T.C. Garrett & Co. Coin Silver Mystery Marks

The firm of "T.C. Garrett & Co." is listed as working from 1851-1860 in Philadelphia, so we know the approximate date of this Coin Silver Serving Spoon which looks like your basic fiddle-pattern spoon.
The strange thing is, there are three accompanying hallmarks which I have never seen on a "T.C. Garrett & Co." piece.
These marks remind me of the marks of Albert Coles, but somehow they are different, and I do not believe these are Albert Coles hallmarks:
