Ray & Monroe Silver Company (s)

I see in a listing of flatware of the same pattern, maker #1 is Monroe Silver Company while maker #2 is Ray Silver Company. Ray is known to be a subsidiary of Rockford Silverplate. Is there any evidence that may show Monroe to also be a Rockford related organization?
