Need Help On Unknown Hallmark and Pattern

I have searched for six months to try to identify this maker's mark and pattern. Any help you could provide would certainly be appreciated. Thank you

International Silver Co., Cleone pattern first patented in 1900.

Thank you so much for your help. The Cleone pattern must be somewhat rare. I have yet to see individual pieces on various auction sites. I love this pattern. Any insights where I might start building my set? Have a great week and thanks again.
