If not Birmingham 1919, when? And by who?

G'day all.
My best guess is this vesta came into existence in Birmingham in 1919, but it may have been London 1915. (If London, apologies for posting it in the Birmingam thread).
So not only are the date and Assay office in question, but because things have a habit of occurring in threes, so is the Maker.
If anyone has any idea when and by who it was made by I would be grateful to hear.
