Garnishment Identification/Comparison

I have been trying to find out who manufactured this silverplate garnishment. The other day I came across this other item that has some similarities to mine. The base, the swans (though not as detailed), and the number 2. This may be a stretch, but what do you think about them being made by the same company? The other piece is marked R&B S EP. Roberts & Belk.
