Irish oyster fork? Maker? Royal?

I have a remarkable fork with royal irish on it. What could it mean. Also a kind of a chest?
Is there somebody on this forum who can help me out with this oyster fork?

I cannot read the lettering on the badge but it has the feel of being a regimental crest. If so it is military silver from the officers' mess.

I suspect that the maker's / sponsor's mark is that of Goldsmiths & Silversmiths Co:
