An eagels head and the goldsmiths mark with NEG

I think it´s from France but what century and who is the smith?

Your gold brooch is French. The mount is made after 1838 as indicated by the eagle stamp. The item also should be marked on the frame as well as the clasp. Can you find other marks?

The miniature portrait is not necessarily from the same period.

The maker’s mark appears to be in a lozenge-shaped reserve, also indicative of production after 1838. However, the mark is too blurred on my monitor to see it properly. Arminjon vols I and II don’t show any maker with initials NEG. If you could post a better image, we might be able to determine the maker more accurately.
