The mark is that of Paul Foucard, in Paris, 7 July 1913 to 28 March 1919.

The dictionary is not in print at the moment. Only 520 examples were printed, and they quickly sold out (at €650 each!) It is not known if and when it will be reprinted.
Silversmiths sometimes used their middle initials if they found there were already too many already using the initials they hoped to use.
