London hallmarked silver ?

This silver item, could be a candle standard but the dimensions are quite large. The diameter of the middle hole is: 4 cm. The total diameter is: 17,5 cm. It looks to me that I see the London hallmark, but I am not sure.

So two questions, can anyone determine this item for the maker / City and what they used it for?

Dutch silver flat candlestick filled with wooden base, made out of a (very) thin silver sheet.
Dutch hallmarks. Clearly not the British lion but the remnant of the, Dutch lion, walking right above 2, 2nd standard mark silver .833 fineness (used 1814-1953). Unclear remnants of a Minerva head (office mark) and a year letter (A for 1910?). Unclear remnant dutch maker's mark in a square. Check out Firm J. M. van Kempen & Zonen, city of Voorschoten in the Netherlands, date entry 1858-1924. VK under crescent moon between two dots.

Engraved Mr. Willy 21 Jan 1919 (Mr. probably for a master of law)

If you Google Kaarsen-online.nl you can find candles with various diameters including 4 cm.
