silver sugar bowl - two hallmark unknown

Good morning
I have a silver sugar bowl with an inner gold plating and two mint marks. I have searched the databases and I know that these are not (rather) designations from countries from the European Union. Please help me identify the country of origin of my sugar bowl or decipher the mint marks/ producer.
