Silver Basket, City mark?

This silver basket is only marked with a kind of a tower and 13. It should mean 13 loth, but is it a citymark or something else? Some idea of the age?

Hello!
This is the hallmark of the Pest silver guild. It is around the 1800-1810.
There must be somewhere a yearletter and a maker's mark.

Yes, only the crown on the bottom.. As you can see on the photo.
