Can you help to identify these silver marks on candlesticks?

Can you identify these silver marks on some candlesticks? We think they could possibly be Austro-Hungarian.

It is probably not solid silver but made out of a non precious metal.
According a google search; Viennese work VBC/CHS, double headed eagle (CHS: "Chinese Silver" an alloy. Its composition is 38% copper, 17.5% zinc, 11.5% nickel, 11% cobalt, and 2% silver.)
