I believe it is Tarnau (now Tarnow, Poland). I am interested in information about the maker Lorber.

Franciszek Lorber (1806-1886). He served on the Tarnow city council from 1867 until his death, and as mayor of Tarnow 1861-1862 and deputy mayor 1882-1884. He was also president of the Tarnow Savings Bank.
