Unknown mark Niello silver cigarette case.

Hi Everyone,
I have searched the site, but am having no luck identifying this mark. I was told it possibly could be Russian, but I see no similar marks. I am also not finding any lions with all four paws on the ground. The top mark almost looks like it could be Arabic, but I am not sure. Any help would be much appreciated.
