Silver barrette, 13 lot

Good morning! I need help identifying the marks on the barrette and what the rings at the top (marked in red) are for. Of the two visible marks, I recognize the number 13 - probably for lot (silver purity 812). My question now is about the country of origin and what is this other mark? I guess it was made before 1886...

It is a unicorn. Check Schwaebisch Gmuend.

Thank you - so the unicorn is a German city mark that stands for Schwaebisch Gmuend? Correct?
