::::::::: Belgium had a mark for 800 silver until 1868. :::::::::::::
:::::::::: From 1869 until 1942 Belgium did not have compulsory marks, however, some silver does bear the "A" marks, sometimes two A marks, but since it wasn't compulsory you still do see a lot of different marks on Belgian silver during that time. ::::::
:::::::: The diamond cartouche makes me think of a link to French silversmithing tradition, and the face of the old man is similar to the two-headed old man hallmark that lasted until 1868 in Belgium. So maybe this spoon is from Belgium? ::::::::::::

:::::::: (I do always have Brazil in the back of my mind since you mentioned this collection being from Brazil) :::::::::::::::::::

Yes, Brazil is correct: Manoel Antoni Azevedo, working ca. 1852-1860, Rio de Janeiro.
