This is a Feather Tea spoon from around 1770. The only possibility I can find for a maker would be John Laughlin. However, I can find no record of him ever using a “shaped” shield for his mark.
Anyone care to venture an opinion?
Assuming the around 1770 date, I think that the IL mark is going to be difficult to put to a specific maker. The I central dot L could be one of
John Laughlan, Senior., John Lloyd, Senior., or John Locker. may be others.
There is an IL in a shaped mark attributed to a John Laughlan but does not have the central dot

Again, assuming that the c. 1770 date is correct (which is an approximate match with the style of your spoon), then I believe this is the mark of John Locker. The mark I have seen for John Lloyd of this period has cursive lettering and no central dot.
