Weak strike of unknown Mexico mark on pin

I cannot clearly make out the mark on silver pin. Is the lower writing 925? Anybody recognize this mark?

Chinese or? Silver Filigree Candle Holders

I have a pair of silver filigree candle holders. The cups slide out and are marked on the bottom.
I suspect Chinese but one of the marks looks similar to the Japanese pure silver mark. So who made these?
