No I wasn't told that.
I was trying to find the maker's mark on here and the only one I saw close was the outline from Davis & Galt.
Also I think when I did a search on them I saw a small fork with the same twisted handle.
So it got me thinking it was American for some reason.
I should have know ...

Ok after looking through the makers marks this seemed to be the maker?
What I don't know is what kind of spoon this is and what does the N.F. 830 stand for?
I have seen a fork with a twisted handle but not a spoon or with the globe like part at the top?
