Help with medal please

Can anyone help me with this old medal I have please?

It appears to be silver inlaid with rose gold.

The marks on the reverse say V&S, Anchor, Lion Passant and letter P

It appears to be inlaid in rose gold with a shield/coat of arms and around the front it says Southern Counties Cross Country ...
