I happened to stumble across this identical assay mark (sans kokoshnik), on two pieces of jewelry on two separate sites on the web.
Both sites are well-established dealers of antique Russian silver, so hopefully their info is reliable!

This little 2" enamel dagger came from an old charm bracelet.
I find the hallmarks a bit odd. The 84 mark is lacking the kokoshnik mark
on the blade. The maker's mark and assayers mark seem to be there, though, but I have not seen it done in this way before.
