I am with your regarding the head of giraffe. It looks very similar to the symbol of Nimes.

The attached images are for the silver vermeil knifes by Josef Baptiste Fuchs bearing 7 different marks for 1819-1838.
One of those is "hibou" with stick out "ears" in oval. As far as I know that is the mark for composed items with gold content at least 50% since 1838. The recense ...

I used to have no problems with UK silver identification as the information about any kind of marks is widely available. However, this case has put me into a dead end.

There is one of 12 tea spoons marked with Minerva 1 and maker mark, that I failed to identify.
Hopefully somebody mights decipher the inscription and advise something about the maker.
