Spoons and fork not sure if everything is French

Hello.
I found some silverware as I was cleaning the apartment.
Thanks in advance in helping me finding the makers and
year of production.

First, I have this fork. Maker is clear (Christofle) but I am
unsure about the year and does 98 mark mean that this is
98% silver?
