Russian silver cup confusing marks

Hello,
I am seeking information on a Russian silver cup with an assay master's mark and a Soviet-era mark of a hammer and sickle within a star. I have never seen a piece like this. Is this an older piece of silver that would have been re-assayed in the 20th century? (Please pardon my image of the mark; my pink phone cover was reflected.)

It was a normal procedure that imperial silver were remarked during the Soviet era when items were resold by commercial shops, pawn shops etc. In this case the remarking was made after 1958 when the hammer and sickle with a star mark was used. The photos are somewhat unclear to say were the dot is around the star which indicates the city.
