Hammered Stamped & Plated Candlesticks 3 Feet No Marks

This is a pair of plated candlesticks. They are not marked. The metal looks to be hand hammered and hand etched or stamped and then plated. They have three cast feet. My best guess is that these are silver-plate over brass. A magnet will not stick to them and I can see places where they have joined two pieces together that looks like a brass color. The information shared with me was that these were "old Mexican silver". Please help me find the county of origin and possibly the age.
