Steer head belt buckle ID help

I've had this belt buckle for about 20 years. The silver work is very fine and it has to small, red stones for eyes.

On the reverse it has the head of an Eagle (profile) encircled by an oval. In the oval it says Sterling (bottom) on the top the oval the letters are worn down. To the right of this mark it says 925.

Was hoping to learn who made this and when it was made.
