Canongate Toddy Ladles, marks (XI) & scrapes identificat

I have recently acquired a pair of what I believe are Canongate toddy ladles and I would like some more details on the marks.
They are marked with the known Canongate ‘XI’ stamp and a makers mark only, the makers mark is somewhat hard to read but is probably ‘JRO’.
What throws me is the use of the ‘assay scrapes’ on both ladles, as this does not seem to occur with any regularity in Canongate and indeed Scottish provincial silver with any regularity.
I am therefore looking for any idea of age, maker and why the scrapes might be there, can any one help?
