Help with RF mark.

I am hoping someone on here can help identify these marks on these buttons. The marks are identical. Does the RF represent the maker? thanks-Breeze

Hi
These buttons appear to be imported into the UK, and if you are not aware, my reading of the marks are 1 Sterling mark, 2 Date letter for 1902, 3 Import Mark, 4 Mark for London. I have been trying to work out whether there is another mark below marks 2 and 3.
My guess on the RF is that it is the London importer who I believe would be Robert Friederick

How common was it to import silver items from other countries?

I am still trying to figure out if this is an importer's mark or maker's mark? The RF mark is on several buttons I have seen.
