Please help

Hi. Could someone please tell me what this small brush is used for? It is only 6 inches long and 4 inches wide.
Also, it is stamped Sterling with the letters SSS with an arrow going through the letters. Does this stand for Sheffield Sterling Silver?

This would be a brush for sweeping the crumbs from the dining table.

Well, as they were only in business from 1896 to 1903, I would take a guess at c.1900.
