Help with Birminham date code ID - Thanks

Here's a date code for Birmingham - with sideways anchor (some gold on brooch). Was wondering if anyone can date this 'D' or is it an 'b' ? Maker mark possibly for W.T for Wallter Tricket (1922) or maybe WT for William Theobolds (1841). Primarily interested in this date code id. Thanks so much!

»W.T« = maybe William Twigg, v = 1895

The »W.T« mark could be that of William Twigg, Birmingham.

The gothic v year indication letter, in a cartouche with clipped edges = 1895.
