Unidentifiable characters in hallmark

I found this piece, which I believe is the holster for some sort of grooming brush, but really only a guess (any help on that would be much appreciated). Came from a collection that was primarily french/dutch late 19th century antiques, but this could be an odd ball. In any case, I don't even know where to begin in identifying the characters in the hallmarks. Any thoughts?

Thank you for the help - I see the 800 now. Any idea what the other markings are?
