Little silver knife what was it used for?

I have a small silver knife that is of an odd design and I cannot think what it was used for.
Can anyone help identifying this for me? Also, any ID of the hallmarks would be of help as well.

Townmark: St. Petersburg, assayer: Jevstignejev Ivan (ИЕ) on duty1870-1891, maker: JAL (1868-1881), name not known, silver content 84 Zolotniki = 875/1000
