U.S.C.L. 1898 Medal American German

Here is a medal that has had me stumped. It is a U.S.C.L. medal, made by Edouard Quellhorst a noted medal maker from Munich. Obviously the organization was America. Possibly something to do with a consul, or perhaps something to do with the Spanish American War.

I had seen that posting, and a long time ago I found one that sold at auction in Germany, but either they didn't identify it, or I lost my notes on it (isn't changing computers fun). Thanks for the effort.
