Austria (Vienna) 1872 - 1922: maker?

The maker's mark is hard to read. First i thought it was "VN" for "Victor Nuber", but it's more like "AE" or "IV". Would you please help me finding that maker?


Plus a comprehension question: The Diana-hallmark already includes the "A" for Vienna. Why is there another "A" next to the maker's mark? And why twice?
