DBL CITY OF LONDON MARKS

i HAVE A SILVER BOX IT LOOKS TO BE SILVER OVER COOPER DUE TO THE COLOR OF THE ENGRAVING.
THERE Are 3 marks on the bottom, all well worn
they look to be city of london crowned lepoard, the duty mark of 1786-1821 and then the city of london again is this possible
