Maker & Year Help Please!

Hi everyone... In my haste I didn't read the rules properly and posted here previously but with only one photo, so I have started a new thread with two photos and would like the previous thread deleting if that's at all possible. Apologies for messing anyone around.

I've just found a walking cane in the attic of a house I recently moved into and believe it has a silver top.

The top is very worn but I think I have managed to identify it as Chester silver.

Was wondering if from the attached (poor) picture anyone could possibly identify the date and maker.

A better quality image of the marks will go a long way towards getting a positive identification.
