Yes, this is an Egyptian hallmark. It is comprised of the fineness as noted - 925 (sterling) with the assay office mark above the 925 which is really too small to read but may be Cairo. That is not a definite. The center hallmark is a lotus flower which is the country mark for silver and Egypt. The last hallmark on the right is the year date range indicating the range of years when the item was hallmarked. The year range for what the letter appears to be (dh) is from April 2002 to June 2006.
