Unidentified Marks on Tea Strainer

Hello,
I was wondering if anyone had information about the marks on this tea strainer. It has the letters "MS" and a star within a shield and what looks like a duck head. I assume this tea strainer is silverplate, but these marks truly have me stumped. Any information would be greatly appreciated!
