A beautiful enameled bird brooch

Here is a wonderful silver and enamel brooch in the shape of a bird. It is further decorated with bits of paste. On the back the word SILVER is written. When the man I bought it from said it was English, I queried that all English silver was hallmarked; he replied "Not necassarily." Is this true, and is it entirely legal? Also, can anyone give an approximate date?

I have seen a great deal of fairly modern pieces of silver enameled jewellery , similar to yours, that were made in China. They all bear the "Silver" mark, without any other makers marks.

I don´t think it is English.

I couldn´t put a date on it, sorry, but I think they are still being made today.
