Help identifying year of hallmark (Chester) and maker mark?

Hi,

I can't seem to be sure of the year this B equates to?

Plus, any idea who this maker or what this mark is?

There is also this writing that I wonder what it means. 3789/ET ? Image

Any help is immensely appreciated. I bought this ring for myself and am only curious about it's history.

That date letter B is the assay year 1927/28 (from 1889 the Chester date letter changed on the 1st July every year). The maker's (or sponsor's) mark is H&W for Hector & Watson, registered as gem ring manufacturers of Waterloo Street, Glasgow and Great King Street, Birmingham. The mark was registered 14th September 1926.

The scratched mark 3789/ET has no significance and is possibly an owner's inventory mark or a repairer's identifying mark.
