Help identifying hallmark on footed shell dish

I am stumped by the three part hallmark on the back of a beautiful footed shell dish. The hallmark is in three parts: the profile of a horse's head inside a shield, a decorative design inside an almost clover shaped design, and three birds inside a shield.
The piece must have been for seafood, because the three feet that support the dish are fish!
On the top side of the dish there is an etching of what appears to be a griffin, clawing at something or someone in profile! Could be a dragon.
Any ideas would be greatly appreciated.
