It's a heavy grade (H encircled) Sterling teaspoon by Oneida in the Melbourne Pattern (1952-) with the added enamel ornament. Two other examples exist in silverplate versions. At the same time, a top-marked coffee cup produced in restaurant-ware by Wallace China of Los Angeles has surfaced. It is not known if the organization also had marked flatwares, nor whether they had separate dining facilities at their headquarters or any local chapters where dining wares might be used. This spoon could be an award/presentation, a commemorative/souvenir, or possibly meant for some special dining services. Anyone know of its' actual employment?
